There can be quite a few bottlenecks during a CE provisioning. The hardware itself can come pre-configured from a vendor, not configured at all, there can be differences in the configurations and so on. Often, there has to be someone on-site to connect to the CE, configure it together with an internal staff. This also requires coordination of time slots and can often be time consuming.
Every incident ticket ending up in the technical support teams has to be properly investigated and the issue removed. The investigation itself can be very complex, but always starts with a set of tasks to carry on first. Such tasks are often repeating and should not be handled by skilled engineers who might focus on more complex cases.
